After complex, extensive and difficult negotiations, we are relieved to announce that we have been able to reach a principle agreement. The final legal texts are now being worked on and will be submitted to the Provisional Council meeting in June 2022.

During the month of January, TUEM, as well as the other Unions, was invited to meetings at Brussels HQ, to negotiate the often-mentioned “Admin Reform 2022”. While we would like to give you good news, we can merely say that, after strong discussions, the negotiations are still ongoing.

On June 24th, TUEM held its annual general meeting (AGM). Due to the ongoing COVID-19 situation, it was once again an online meeting, held via the Zoom platform.

For the first time, we used an electronic voting platform. The attending members voted on the composition of the executive board.

As you probably know, an ad-hoc Provisional Council meeting was held at the end of March to discuss the outcome of the Deloitte study with the Member States. We would have expected the Director General to have the decency to communicate on the outcome with his staff - other than saying in his Easter update that he noted "positive remarks and guidance".

EUROCONTROL is confronted with a resistance to change within the workforce. The Lack of diversity in terms of age, gender and nationality contributes significantly to the keeping in place of the status quo. A change in terms of this mindset and this Lack of diversity is needed if EUROCONTROL wants to be ready to thrive in the future. Although certain efforts haue already been taken to improve diversity and inclusion in the Agency, there is no sustainable improvement.

The current Staff Regulation is not a suitable framework for a modern international organisation, along with cumbersome and rigid Social Dialogue procedures. This is a major burden and a constraint on the Agency’s ability to be more agile and costefficient.

A fundamental review of the current Staff Regulation is therefore needed, and a new Staff Regulation should be established.
